
General Manager (Licensing)

We are looking for a business-oriented, strategically-minded General Manager to lead the Group’s licensing and substance operations across multiple jurisdictions. This is a key leadership role combining regulatory foresight, commercial thinking, and full P&L responsibility.
You will define where and how we expand our regulatory footprint, ensure local teams are integrated into our Group structure, and create business value from licenses - either by enabling internal product use or commercializing licensed entities externally.
Responsibilities
- End-to-end ownership of licensing strategy across fiat and crypto verticals: from jurisdiction selection to license acquisition and operational rollout
- Identify medium- and long-term business needs across Group projects and translate them into licensing roadmaps
- Ensure that each license brings measurable benefit to internal product teams or external clients
- Work closely with products heads to explore how Group licenses can support their business goals and operational needs
- Lead commercialization efforts where licenses are not used internally
- Coordinate local hiring and substance maintenance with minimal dependency on Group resources
- Define product-level requirements for each license
- Take financial ownership - set revenue targets and be accountable for licensing ROI
- Integrate local legal entities and teams into the overall corporate structure to support long-term value creation.
Requirements
- Proven track record of licensing strategy leadership (EMI/PI, crypto, MSB, or similar) across multiple jurisdictions
- Strong strategic thinking with the ability to align licensing with group-wide business goals
- Business development mindset - ideally experience monetizing legal infrastructure (e.g. regulatory-as-a-service)
- Experience coordinating local hiring, operations, and governance in newly launched jurisdictions
- Ability to independently drive decision-making on license acquisition with full accountability
- Understanding of product-regulatory interdependencies (e.g. what’s needed in tech and ops to use a given license)
- Excellent stakeholder management, communication, and persuasion skills
- High autonomy and execution bias - a builder mindset.
Conditions
- The role requires the General Manager to be based in London, Lisbon, Luxembourg, or Cyprus, with a focus on building and structuring a core team around these locations.
